St. Louis Board of Police Commissioners President Chris Saracino said Wednesday the board "fell short" in its commitment to transparency in its handling of a $110,000 raise for the city's police chief. The statement, released Wednesday afternoon, marked the first public comments from Saracino since the state's attorney general launched an investigation into the Oct. 17 closed meeting where the board approved Chief Robert Tracy's raise.
