This also means that some of the apparent increase reflects better measurement, rather than a genuine deterioration in compliance. HMRC has published indicative ranges to indicate how historical estimates may change once methodological improvements are fully incorporated, which is likely next year. Taking this into account suggests that the tax gap has likely been broadly stable over the last few years as a percentage of receipts.
