Forecasts of realized variance are commonly constructed from models of log-realized variance and then transformed back to the original scale. However, the resulting forecasts are often evaluated using loss functions defined in relative rather than absolute terms, creating a potential mismatch between forecast construction and forecast evaluation. This paper develops a decision-theoretic framework for constructing realized variance forecasts when accuracy is assessed using relative loss functions. We show that the optimal forecast can be expressed as the exponentiated conditional mean of log-realized variance plus an adjustment that depends on both the loss function and the conditional distribution of forecast errors. Closed-form expressions are derived under Gaussian, Laplace, and logistic error assumptions, allowing straightforward implementation with standard forecasting models. An empirical application to daily, weekly, and monthly realized variance forecasts for a panel of exchange-traded funds demonstrates that aligning forecast construction with the evaluation criterion yields substantial improvements in forecast accuracy relative to conventional approaches. However, most of these gains can be achieved through simple loss-consistent adjustments applied to standard OLS-based forecasts, with direct loss-based estimation providing only very limited additional benefits. The results highlight the practical importance of aligning forecast construction with the decision problem while demonstrating the effectiveness of simple adjustment-based methods.
